Governor Bobby Jindal, who took a trip by helicopter with officials of the authority this morning, journalists at the mansion of the Governor this afternoon was the Louisiana Army National Guard in response to the increase in the level of the river and the opening that morganza enabled.
This was the first time the emergency dump has been used since 1973, when record high river threatened to undermine and destroy the old structure of control of the flow of the Mississippi River to the Atchafalaya block.
